Mayor Matt Castelli and his administration hope an up-to-$2,500 incentive per household will lead to residents correcting sanitary sewer infrastructure problems in their homes. Such basement flooding must be unrelated to a failure of the owner’s private septic system. “The program’s intent is to offset a portion of the expense that a homeowner will incur to modify the residential plumbing systems to provide sewer backup protection by installing sewer backflow preventers, lining of sanitary sewer laterals, replacement of sanitary sewer laterals, eliminating cross connections, or other similar sewer backup protection measures approved by the city,” the ordinance indicates.
