People Before Profit MLA Gerry Carroll described the revelation as 'shocking'
The Health Minister has confirmed that neither he nor the Communities Minister undertook an assessment of how the means testing of the Winter Fuel Payment will impact upon excess deaths this winter.
In a written response, the Health Minister Mike Nesbitt said: "The decision to implement changes to the Winter Fuel Payments was taken by the Executive based on a recommendation brought by the Communities Minister which outlined the severe financial implications of not aligning to the decision taken by the Westminster Government. No assessment has been made by the Department of Health of the potential impact on excess winter deaths, given the timescale this change was brought forward.
Responding to this revelation, Gerry Carroll told Belfast Live that it was proof that ministers were "ignorant to the havoc their policies will cause".
