John Howard and Peter Dutton say there was no justification, not even the pandemic, for Scott Morrison having sworn himself in secretly to five ministries.

“I don’t think he should have done that, I don’t think there was any need to do it, and I wouldn’t have,” he told the National Press Club.

The revelations have cast a pall over the office of Governor-General David Hurley who signed off on the appointments. Mr Howard said any attempt to implicate the Governor-General was “a bit rough”, and no “fair-minded” person could say he was compromised.Mr Dutton, who was a senior minister under Mr Morrison and who says he, too, had no idea about the secret ministries, said he would have tried to stop it had he known.

“There was an error of judgment, a very serious one. And our party is rightly hurt by that and upset, as many people in the public are.”
