Prime Minister Anthony Albanese has received advice that Scott Morrison was secretly appointed to five additional portfolios while he was prime minister in 2020 and 2021.
Prime Minister Anthony Albanese says Scott Morrison appointed himself to five departmental portfolios. “It’s undermined our democracy. It’s an attack on the Westminster system of parliamentary democracy as we know it. And not just Mr Morrison, but others, who were involved in this, need to be held to account.”Albanese said Morrison created a cabinet committee of one person - himself - which allowed him to make the appointments.

Governor-General responds to reports Morrison took on extra portfoliosThe Office of the Official Secretary to the Governor-General has released a statement addressing the reports former prime minister Scott Morrison secretly swore himself into three ministerial positions while in government. “The Governor-General, following normal process and acting on the advice of the government of the day, appointed former Prime Minister Morrison to administer portfolios other than the Department of the Prime Minister and Cabinet,” the statement read. “The appointments were made consistently with section 64 of the Constitution. “It is not uncommon for Ministers to be appointed to administer departments other than their portfolio responsibility. These appointments do not require a swearing-in ceremony – the Governor-General signs an administrative instrument on the advice of the Prime Minister. “Questions around appointments of this nature are a matter for the government of the day and the Department of the Prime Minister and Cabinet. Similarly, the decision whether to publicise appointments to administer additional portfolios is a matter for the government of the day.” Prime Minister Anthony Albanese has slammed Mr Morrison’s decision to take on extra portfolios while in office, labelling the move a “centralisation of power”.

Mr Albanese said Mr Morrison was appointed to the ministries of health, finance, home affairs, treasury and resources, in addition to his role as the head of Prime Minister and Cabinet. “Each of these appointments made under section 64 of the Constitution,' Mr Albanese said during a media conference on Tuesday. “It is completely extraordinary that these appointments were kept secret by the Morrison government from the Australian people. It is completely contradictory, too, for example, the questions that ministers answered on the floor of the House of Representatives and the Senate.”
