The Solicitor-General has found Scott Morrison did not break the law during the secret ministries scandal but the secrecy by the former prime minister “fundamentally undermined” the practice of responsible government.

In the detailed report handed to Prime Minister Anthony Albanese, Dr Stephen Donaghue found Mr Morrison was “validly appointed” to the Department of Industry, Science, Energy and Resources as he cleared Governor-General David Hurley of any wrongdoing.

The Solicitor-General has also provided recommendations for how to prevent Mr Morrison’s self-ministerial appointments from happening again. Mr Albanese announced his government would hold an inquiry into the saga after Cabinet determinations following the release of the Solicitor-General’s report.“One of the things that we will need to consider is any future legislative change to make sure that that’s enshrined, to make sure that it’s not dependent upon the goodwill of the government of the day,” he said.
