Oscar contender “Io Capitano” does not moralise. Instead, it takes you along for the brutal ride as poor people from Africa set out for fabled European lands.

The film begins in Dakar, Senegal, and follows two teenage boys who set out for a new life in Europe. Seydou and his cousin, Moussa , are not victims of war or natural disaster, they simply feel they’ll never achieve anything if they don’t leave down-at-heel Senegal. Their fantasy is to become pop stars in Europe, with white people clamouring for their autographs.

As soon as they leave the bus, there are sinister-looking characters promising safe passage to Tripoli, for a suitable fee. The question is the same at every point in the journey: What choice do they have? As everything is illegal, there can be no regulation, no safeguards, no guarantees, only the promises of hardened people-smugglers, who never expect to see any customer a second time.

The real skill of this film lies in Garrone’s abilty to take us to the edge of despair and engineer a rescue through an unexpected act of kindness or a stroke of luck, let alone a small but mesmerising dream sequence. Were it an Australian film, one might expect nothing but doom piled on horror piled on misery, as our directors seem to have lost the ability to orchestrate a complex drama.

The problem of illegal migration is the problem of crippling inequality, and it’s only likely to get worse as the developed world moves inexorably to the right.
