About 3500 staff were affected by the most recent change.Multiple sources familiar with the change, who were not authorised to speak publicly, said the National Broadband Network was giving about 80 per cent of the maximum “at risk” remuneration to employees in fixed financial packages. Such a move is likely to raise questions about the legitimacy of the bonus framework and the way targets were previously set.

“To be fair and reasonable to employees, the guidance recognised that transition arrangements could be put in place, but that only a portion of the at-risk component should be incorporated into salary,” the NBN Co spokesperson said, referring to the new policy. “Most employees who previously participated in the short-term incentive program now receive approximately 64 per cent of the maximum STI opportunity foregone as part of their total fixed remuneration.
