OPINION: NBN Co has published 2022 financial results showing a surge in cash flow and EBITDA. But its closely watched revenue per user is going nowhere, and that presents an opportunity for CEO Stephen Rue.

Answering to a new master who isn’t obsessed with privatisation gives NBN Co chief executive Stephen Rue the perfect opportunity to reset the wholesale broadband provider’s strategy.

At the end of June, 82 per cent of NBN Co users were on speeds of less than 100 megabits per second, and 76 per cent of customers had a speed tier between 50Mbps and 100Mbps.This raises a couple of obvious questions. First, why does NBN not have more to show for the billions of dollars it has invested in ultrafast fibre networks that are now available to 5 million premises?

NBN’s answers to the two questions are likely to be dribbled out over the next couple of months as it publishes a new business plan covering fiscal 2023 to fiscal 2026, and delivers to the Australian Competition and Consumer Commission a new special access undertaking covering its regulation for the next decade.NBN Co withdrew its previous SAU last month after
