The man responsible for the National Disability Insurance Scheme has acknowledged people's fear of proposed changes and says he regrets they 'have not met expectations'.

The man responsible for running the National Disability Insurance Scheme has acknowledged fear and concern surrounding proposed changes.

"I deeply regret our genuine attempts to share information about the changes, and consult on them have not met expectations.""By sharing more information, I hope we can create a greater understanding of the new approach and what it will mean for participants," he said.

Mr Hoffman confirmed the reforms, including independent assessments, would require legislative changes. The personalised budget model would estimate the funding a participant required based on two pieces of information collected through independent assessments. Greens senator Jordon Steele-John said the discussion paper confirmed many of the disability community's worst fears about proposed changes to the NDIS.
