With an impending vote on an NDIS overhaul, the federal government reveals it has left the door open for an NDIS 'needs assessment' to be paid by participants, which disability groups say could cost hundreds or thousands of dollars.

Senators across the aisle expressed astonishment after the government said during debate in the Senate that it had not determined who would pay for the yet-to-be-designed test. But representing the NDIS minister, Tim Ayres said in the Senate last week whether those assessments would be funded by government "is a decision that is not yet made".

"This mandatory fee would see disabled people go without access to the NDIS, and I think the government has an obligation to be honest about that," the Greens disability spokesman said. "They will run into not only hundreds but probably thousands of dollars. For people with disability to have to pay for those is, we think, a bit outrageous," Mr Joyce said.
