Rep. Kevin McCarthy arrived at the Capitol for another day of voting for a House Speaker, telling press: 'we are going to shock you.'

For a 12th time, McCarthy was nominated to become House speaker, this time by fellow California Republican Rep.-elect Mike Garcia, who said Republicans are"on the verge of a very important victory."

Garcia drew boos from Democrats when he mentioned an end to proxy voting, implying they overused the option, though Republicans exercised proxy voting during the pandemic, as well. Peppered with questions about whether his recent offer to Republican hardliners who oppose him would be enough to secure his gavel, McCarthy said he wasn't sure if today would yet be the day, but said,"We're going to make progress," adding,"We are going to shock you."House Republican leader Kevin McCarthy arrives as the U.S. Capitol for the fourth day of the House's attempts to elect a speaker and convene the 118th Congress in Washington, Jan. 6, 2023.

McCarthy ally, Patrick McHenry, said on the call that no gavels for committee chairmanships have been promised during their talks. Rep. Brian Fitzpatrick, a pro-McCarthy ally, told ABC News that the next phase of working on the handful of hard no's will involve more isolated discussions with those who have concerns beyond just personal issues.
