Gaelen Morse/ContributorIn his first official public appearance since becoming CEO of ERCOT earlier this month, Pablo Vegas said continuing to pass demand-driven stress tests will help restore trust in Texas' beleaguered grid operator.

Joined by Public Utility Commission Chairman Peter Lake at a press conference Thursday, Vegas said the Electric Reliability Council of Texas has been able to rise to meet the challenge thanks to changes implemented after the February 2021 freeze nearly caused the grid to collapse and sparked blackouts that plunged millions of Texans into a freezing darkness for days. The outages were blamed in the deaths of at least 200 people.

Vegas and Lake also defended what has become a controversial change in how the grid operates. This set ofhas fundamentally changed how the state's power market works, shifting from one in which generators rely on price signals to bring power on and off the grid to one in which ERCOT pays generators to keep units humming in the background in case their power is needed.
