The report called for the government to set up a Care Safe Agency responsible for overseeing the industry, as well as a review of compensation offered to survivors.
New Zealand Prime Minister Christopher Luxon has promised reform to the country's care system after a Royal Commission of Inquiry found 200,00 people had been abused in care.
"This is a dark and sorrowful day in New Zealand's history as a society and as a state, we should have done better, and I am determined that we will do so," Mr Luxon told a news conference after its release. The figures were likely higher and accurate numbers would never be known because complaints were disregarded and records were lost or destroyed.
Those from the Indigenous Māori community were especially vulnerable to abuse, as well as those with mental or physical disabilities.The sect is known by a variety of names including the Two by Twos, The Church With No Name, The Truth and The Way.The majority of children in care were Māori, despite the group comprising less than 20 per cent of New Zealand’s population during the period examined.
"It is a national disgrace that hundreds of thousands of children, young people and adults were abused and neglected in the care of the state and faith-based institutions," the report said. It endorsed creating dedicated offices to prosecute abusers and enact redress, renaming the streets and monuments that are currently dedicated to abusers, reforming civil and criminal law, rewriting the child welfare system and searching for unmarked graves at psychiatric facilities.
He said it was too soon to promise that officials involved in denying and covering up abuses would lose their jobs.
