Tourism provided North Korea with revenue despite international sanctions over Pyongyang's illegal nuclear and ballistic missile programs. About 100 Russian tourists were welcomed in North Korea earlier this year, traveling via a North Korean-owned Air Koryo plane from Vladivostok.
