, the ERG did not vote as a block, and only a handful of the 22 Tory MPs who walked through the no lobby were part of the original self-proclaimed “Spartans” who brought down Theresa May’s Brexit deal.
The vote was a victory for Mr Sunak, and a far cry from the height of Brexit tensions over Mrs May’s “meaningful votes” on her withdrawal agreement,Steve Baker, a former leader of the ERG, was once the driving force behind the disciplined rebellions that blighted Mrs May’s premiership but is now Northern Ireland minister having been brought into the fold by Mr Sunak after he became prime minister.
Many in the party think that the political conversation has moved on from Brexit, with much more pressing matters facing the government. The same MP admitted, however, that the arrival of the coronavirus pandemic shortly after the 2019 general election had meant that many newly-arrived MPs were not brought into the fold of the ERG as they were unable to attend meetings or share ideas with colleagues.
Some suggested this change in the dial had been reflected in the muted response to the ERG’s verdict on the Windsor Framework, with one reporting only between 15 and 20 MPs attended meetings in the run-up to the vote.

Enabling urban systems transformations: co-developing national and local strategies - Urban TransformationsTransformative urban development is urgent to achieve future sustainable development and wellbeing. Transformation can benefit from shared and cumulative learning on strategies to guide urban development across local to national scales, while also reflecting the complex emergent nature of urban systems, and the need for context-specific and place-based solutions. The article addresses this challenge, drawing on extensive transdisciplinary engagement and National Strategy co-development processes for Australia. This includes generation of two frameworks as boundary objects to assist such transdisciplinary strategy development. An ‘enabling urban systems transformation’ framework comprises four generic overarching transformation enablers and a set of necessary underpinning urban capacities. This also built cumulatively on other sustainability and urban transformation studies. A complementary ‘knowledge for urban systems transformation’ framework comprises key knowledge themes that can support an integrated systems approach to mission-focused urban transformations, such as decarbonising cities. The article provides insights on the transdisciplinary processes, urban systems frameworks, and scoping of key strategies that may help those developing transformation strategies from local to national scales.
