Between now and early October when voting gets underway, The San Diego Union-Tribune Editorial Board is planning to publish dozens of candidate Q&As and nearly two dozen commentaries connected to a handful of San Diego city ballot measures and seven state propositions on the Nov. 8 election. The district should attempt to stem the decline to the extent possible, while also helping clusters and school sites manage the process of downsizing, which is inevitable to a large extent. Helping neighborhood schools adapt administratively and financially to diminished enrollment is far preferable to closing schools. The core principle in these decisions is that they should be the product of genuine, intensive, regular community engagement.

President Joe Biden’s proposed 2023 budget commits to nearly doubling Title I funding to schools that have large concentrations of low-income students and Gov. Gavin Newsom’s 2022-23 state budget provides $8 billion for Learning Recovery Block Grants and a $9 billion increase in the Local Control Funding Formula, including more than $4 billion in additional Local Control Funding Formula base funding.

Q: Some teachers don’t believe they are adequately supported with materials, resources or training. How would you address this? Q: How do you ensure equity in the availability of AP and honors classes at schools around the district? A: The board directs through policy and assesses through data-based results. The superintendent and the staff are responsible for daily administration and implementation. That said, board members are explicitly empowered to share student, staff or community concerns with the superintendent.

A: The federal Safe School Initiative found that almost all school shooters are current or former male students at the targeted school. The majority suffered. Most experienced a significant precipitating loss and, in most cases, multiple people were aware they were planning an attack. Each school shooter represents a decade of missed opportunities for schools to identify troubled students and intervene prior to them escalating to violence.

A: All students deserve a safe, supportive school environment that is conducive to academic, emotional and social learning and development. Disciplinary measures are sometimes necessary to ensure that other students can learn and teachers can teach effectively.

With specific regard to San Diego Unified, the inherent asymmetry in superintendent-board relationships — common to all districts — is taken to the extreme by the sheer size of the district. The superintendent is full-time, with thousands of employees to support his or her work, while the Board of Education is five part-time trustees without dedicated policy staff.
