Between now and early October when voting gets underway, The San Diego Union-Tribune Editorial Board is planning to publish dozens of candidate Q&As and nearly two dozen commentaries connected to a handful of San Diego city ballot measures and seven state propositions on the Nov. 8 election. Q: The powers of this position have been greatly reduced in recent years, leaving the board little authority. Given its limited scope, what can you actually accomplish and should California eliminate or expand this agency? The board can do a much better job of working with the Legislature and assessors to craft laws that can be implemented fairly. Well-meaning laws and initiatives too often create problems the professional tax experts at the department understand how to avoid. That expertise should strongly inform any discussion of property tax law changes.
