NSW has backed down from its threat to withdraw from the Murray-Darling Basin Plan at Tuesday's ministerial council meeting of basin states, while Victoria has refused to participate in a review of water-sharing rules that could leave its irrigators worse off.to exit the $13 billion basin plan at the meeting of federal and state water ministers in Brisbane.

Victoria's Water Minister Lisa Neville added her support to NSW's tweak to the Lower Lakes inquiry, and to review the basin plan deadline. Ms Neville said Victoria risked losing more water to make up for perceived shortcomings in NSW, and she wouldn't leave her state in a position where "we're penalised because we run our system in a very conservative way".
