The NT chief minister has dismissed warnings from the Productivity Commission about her government's plan to lower the age of criminal responsibility to 10, saying the party has a mandate to change youth justice policies.

"Obviously, and predictably, this will increase the number of Indigenous young people in incarceration," commissioners Natalie Siegel-Brown and Selwyn Button wrote. "What happens is that when the age is raised, if a 10-year-old is engaging in criminal behaviour, there is no mechanism for the NT to provide them mandated support," she said.

The CLP says lowering the age of criminal responsibility will allow the government to intervene in a child's life "much earlier".The Productivity Commission, however, said "extensive global research now clearly shows that the younger a child is at their first contact with the criminal justice system, the greater their chances of future offending".
