The rise in shootings by police comes during a period of historically low crime in New York City

Police officials cautioned against drawing conclusions from the rise in shootings, noting that the trend comes during a period in which police use of force is at a historic low. Officials said there were no significant changes in NYPD policy that might have precipitated the rise.

Between Jan. 1 and Oct. 24, the number of adversarial shootings, in which officers intentionally fired their weapons at suspects, was 22, an 83% increase from 12 during the same period in 2018. “Do I think that there’s a pattern here? There’s not,” Mr. O’Neill said. “These are tough jobs. There are some people out there in New York City that are looking to do New Yorkers harm, and are looking to do members of the New York City Police Department harm, too.”

Two officers have been killed by friendly fire in 2019. The last time this happened was in 2009, according to a NYPD spokeswoman. All the 2019 officer-involved shootings remain under investigation, according to NYPD officials. Police officials said Mr. Trawick was threatening officers with a knife and broom handle when he was killed and released a video of the incident, which is still under investigation.
