A woman said Aug. 12 that an unknown man was masturbating while photographing her daughter, 14, at the city park. She did not witness the actions but said other children told her about the man filming her daughter.

The man said the woman, 18, was upset because of a photo she discovered with a woman at his home. He said the photo was taken several months ago and that woman was only a friend. The woman, 19, said the man has been doing this for about a year and once did so outside the store while she was walking home.
They found the man, 22, walking on Mayfield Road and detained him after he failed to cooperate. He was charged with discharging firearms and obstructing official business.
