Jason Hughes is expected to appear in court Thursday. Under a deal approved Wednesday by the City Council, he will also pay back the money he collected from a pair of leases that cost San Diego hundreds of millions.
The city, which signed the “as-is” lease-to-own contract withoutof the property’s condition, began renovations in 2018. Those attempted repairs exposed a rash of asbestos violations and a need for upgrades.
Hughes publicly acknowledged receiving $9.4 million from the two leases in June 2021, but he also said he had informed Faulconer and five other top San Diego officials that he expected to be compensated for his expertise. He provided a statement to then-city real estate chief Cybele Thompson indicating that intention in 2014, which she accepted and signed.
“This is a moment we ought to celebrate,” Council Member Joe LaCava said. “This doesn’t close the book on this situation. There is more work to be done.”“Many, many millions more are owed to the city, and I am confident we will reclaim those as well,” he said. “One layer at a time, we are trying to do the best we can here.”
Councilmember Marni von Wilpert also rejected the deal, in part because it did not preclude Hughes from doing future business with the city. She blamed Hughes and Cisterra partners Stephen Black and Jason Wood for the city’s predicament.Settlement talks between Hughes, the city and the San Diego County District Attorney’s Office began earlier this month, under an order by the judge overseeing the civil cases.
The affidavits prosecutors presented to So in support of the warrants and subsequent court filings included emails and other evidence that appeared to show Hughes and Cisterra worked to keep their profit-sharing arrangement private.
