. Whether “exceptional circumstances” should be required before a hearing becomes public is also in dispute. The main argument in favour of this high benchmark seems to be that public hearings may damage someone’s reputation. But it is also possible to wonder whether some of the sensationalism attached to public hearings comes about because they are so rare, and whether making them even rarer may exacerbate this effect.
The third caveat is both substantive and political: with these emblematic achievements behind it, what is the government’s defining purpose? It is nice to think that a government is defined by what it is for; realistically, every government is defined by what it is against, the large problem it identifies then tries to fix.
