Traditionally public high schools ended at Year 10, forcing teenagers to attend a new college in a population centre for Years 11 and 12. The Liberal government overhauled the system ten years ago, extending some public high schools to Year 12, but they stopped short of abolishing public colleges andThe vast majority of students who go on to Years 11 and 12 still do so at college, with local high schools often offering fewer subjects.
Finnish education expert at University of Melbourne, Professor Pasi Sahlberg, said it wasn't surprising Tasmania had worse educational retention and attainment rates than other states. Ms Palmer says there has been a recent shift towards focusing on structured literacy and phonics but acknowledges teachers in the state are under pressure.
