. The concept of some form of recognition has had bipartisan support since John Howard was prime minister.

You would think that, in those circumstances, there is every reason to be confident that it will happen. Yet the messages coming from the Garma Festival last weekend were a mixture of enthusiasm and confusion. That confusion was on display during the programon Monday night when neither the panellists nor the audience seemed to understand what the Voice to parliament actually meant.The prime minister and the Indigenous affairs minister do not seem to be on the same page on this issue.
