Opinion: Those who say Ukraine should negotiate with Russia don't understand how Putin sees the war [Opinion]
is a professor of political science at the University of California San Diego. He is blogging about the Russia-Ukraine war atEvery day, commentators assert that it is time for Ukraine to negotiate with Russia, to give diplomacy a chance. The more of its own territory Ukraine liberates, the louder these voices seem to get.
The invasion last spring featured a surgical strike to topple the government in Kyiv, but the main forces tried to conquer the territory which Putin believes the Bolsheviks had unfairly “given” to Ukraine — the Black Sea coast, Donbas and Malorossiya. These were always meant for incorporation into the Russian Federation, so preparations for their annexations began immediately.
The Kremlin is also transitioning its economy to war-time footing with war-related industries working three shifts, and private companies being compelled to take and fill orders by the Defense Ministry. While the results are not spectacular, the Russian economy has thus far proven more resilient than expected, and Russia can make up some of its arms shortages with imports from Iran and possibly North Korea.
