So there's a lot of unknowns right now, because it's early on, I think later this summer, we're going to have a better indication of what that's going to look like.It provided funding for this recovery centre which helped get former addict Breezy clean, 17 years after first getting hooked.BRIONNA BRIGHAM, RECOVERING ADDICT: Yes, it is the first time has been back since detox. It feels really good to be back.

DAVID BAER: We do write people tickets; we give them the drug screening cards. But we're not able to displace these groups of people. They have to voluntarily leave.
