"I think it would be fair to say if we had known back then what we know now, we may have seen some flags there in that initial investigation," Ms Bowden said.The union said its complaint was based onBut an external investigator appointed by the department concluded later that year the allegations were not substantiated.
According to its report, this included spending taxpayer funds on unnecessary charter flights, hiring cars for personal shopping, charging for dinners with family and friends, hiring family members and allocating a government house to her nephew.
