The dog has been named Toodles, according to the PA SPCA in Philadelphia, and is on his way to recovery.

While Toodles is alive thanks to the BluePearl and the Good Samaritans, the SPCA said, “The work is just beginning.” Over the course of the last several days, Toodles has miraculously made a full recovery. And, he is just about the sweetest pup around. Everyone loves him. But our hearts still break for all that he has been through.
