Changes in parent expectations, a technological revolution and big jumps in the number of students with complex needs have completely altered the nature of teaching over the past 15 years.

The number of students who have a disability has grown as a proportion of enrolments from 4.2 per cent in 2002 to 15.6 per cent last year. Students with a background other than English have grown from 26.4 per cent in 2004 to 35.9 per cent in 2019. Social complexity has also altered the role of schools and teachers, the submission said, with parents turning to principals and staff for support and advice beyond their educational remit.
