The coronial inquest into murdered outback nurse Gayle Woodford is told South Australia's parole board is the 'last bastion' against high-risk offenders, but needs to be amended.
In a closing submission, counsel assisting the coroner Ahura Kalali said the "evidence was unequivocal" that Davey "had not been rehabilitated prior to his final release" before the murder of Ms Woodford.authorities to apply to keep offenders behind bars if they are unable or unwilling to control their sexual urges were not considered in Davey's case.
Mr Kalali said that parole board chair Frances Nelson provided evidence that it was "not the role or within the scope of the parole board" to consider such applications to the Attorney-General, and the board was not resourced to make the "necessary assessment". "The implications of the material provided to the parole board [are] unambiguously clear, Davey was a high-risk reoffender and should not be released," Mr Kalali said.
"Witnesses saw Davey with his pants around his ankles laying on top of a female victim who was yelling 'stop'," Mr Kalali said, of the 2012 incident.
