He rejected as "totally ill-informed and pretty offensive" claims by the state opposition that he had misled the public and should apologise to the teenager's family. "I sat with the commissioner yesterday, the internal inquiry that we announced that morning in the early hours after the incident occurring is still underway. It's not complete, so any reference to any claims of reports are incomplete."
"We've provided Aboriginal mentors and other specialist staff to ensure that there are greater interventions, but it must be safe, it must be safe for the juveniles and for the staff and people who go into that place.WA Liberal leader Libby Mettam said Mr Papalia had clearly given the public information that was wrong.
"I've said a lot of times, there is no choice for housing this complex, challenging and very often violent cohort than Unit 18," he said.
