As Chris Minns reviews NSW toll road pricing, early briefings have revealed some of the options Dominic Perrottet looked at to speed up travel across Sydney.
The former Perrottet NSW government considered slapping cars travelling through Sydney’s CBD with a congestion charge and also asked transport experts to consider an overhaul of the city’s toll road system which included putting tolls on city approaches that motorists currently access free of charge.
“A new motorway network pricing structure could apply to the Existing Tolled Network or to all motorways . A CMN option could involve tolling some previously untolled roads, but could create a more efficient continuous motorway network,” the departmental briefing notes stated.
In March, Mr Minns tapped former Australian Competition and Consumer Commission chair Alan Fels and transport expert David Cousins to review the state’s toll roads, including pricing structures, competition and scope for toll relief such as rebates and cash backs. On Wednesday, they will reveal their first findings. In the election run-up, Labor analysis claimed some commuters from Sydney’s western fringe would pay more than $4500 a year in tolls.
One model the former premier floated in January involved approaching the state’s roads as one integrated system rather than a patchwork, such as the Continuous Motorway Network revealed in the briefings. The concept was supported by Infrastructure Australia which has called for cashback and rebate measures to be scrapped and put towards compensating tollroad owners for a shake-up to the pricing model.
