The new road will go from Bertha Park High School to the Cross Tay Link Road
Perth and Kinross Council will undertake the design work for the new £13 million road linking Bertha Park High School to the end of the Cross Tay Link Road .
PKC's Finance and Resources Committee was updated on September 13 and a Springfield Properties spokesperson this week confirmed the move was "mutually agreed". The total cost of the road is estimated to be around £13 million. The developer contribution for the road is expected to be approximately £10 million. PKC had anticipated a £2.5 million contribution but may now have to use up to £500,000 of its CTLR contingency budget.
"Therefore, it has now become necessary for the council to undertake the detailed design work for the road. It is proposed that up to £500,000 of the contingency included within the Phase Two CTLR project is utilised for this design work, and that options for funding the construction, including the use of developer contributions, is considered by council when it sets the next capital budget in February next year.
Bailie Alasdair Bailey asked when the money would be recovered from Springfield and if it would include inflation adjustment. He said: "Not being index linked is part of the problem when this was signed off . But it's also the fact it's a set rate per house so any extra work that has to take place the developer doesn't have to pay any more than their developer contribution so it does leave a problem - in my view - and a gap possibly moving forward in the development of the road."
