Plans to raise the age of criminal responsibility to 14 were revealed in April last year by the then Daniel Andrews-led government but his departure from politics and escalating rates of offending forced a rethink of the measure. Ms Allan's announcement was part of a broader suite of measures to crack down on youth crime but Opposition Leader John Pesutto said the government - which was"mired in chaos and dysfunction" - could not be trusted to keep the community safe.
The Victorian Greens reacted with fury to Ms Allan's announcement, accusing her of displaying"weak and cowardly leadership" and betraying First Nations communities. More police prosecutors will also be recruited and plans for an additional magistrate in the children's court will be fast-tracked to"deliver consequences sooner".
