He described it as the"biggest ever expansion in workforce training in the NHS's history" and a"hugely important day for the health service".But he gave little away when pushed on why it has taken so long - and how it will do little to ease current waiting lists.

On retention, he said the plan will help people"grow their careers" within the health service and existing changes to pension arrangements will also help.
