“We believe that the high levels of cooperation the club has shown during this process, and which are confirmed and recorded in the commission’s decision, were not reciprocated by the Premier League,” Forest said in a statement. Forest’s punishment means they drop into the bottom three, one point behind Luton and four adrift of Everton.

They had been absent from the English top-flight for the previous 23 years. But the decision to sign a remarkable 29 players last season, with a reported spend of more than $291 million, has backfired. However, an independent commission found that Forest had to be punished to “maintain the integrity” of the league.
