"All these decisions are ultimately decisions that the government has made. And as the leader of the government, I'll be accountable for that," Mr Andrews said.Victoria's Chief Health Officer Professor Brett Sutton this week admitted the curfew was not his idea, but said he was not "against" the restriction which aimed to reduce movement.

"That was something that was introduced, but it wasn't something I was against from a public health perspective."In response to concerns the curfew was not based on health advice, Mr Andrews said the state government rightly should be able to make decisions about lockdown measures, rather than solely Professor Sutton.

"The notion that the government can't do anything whatsoever unless the chief health officer provides it in detailed advice, that doesn't make any sense."said police were at "no stage" consulted about the curfew."I've made enquiries to determine if anyone within the organisation was briefed on the matter.
