The review was ordered after previous concerns were raised about the use of the extreme measure on young people in police custody

A young person or child should never be strip searched by police without an "appropriate adult" present according to a human rights review by the Northern Ireland Policing Board.

According to the review, the PSNI argued those were justified searches, but some members of the Policing Board and the Children's Commissioner for Northern Ireland, among other agencies, questioned those justifications. One of the recommendations made centres on the need to record decisions regarding strip searches, and their justifications in the custody record.

"This report scrutinises current guidance and governance frameworks and makes recommendations for the Police Service and for Police and Criminal Evidence legislation to ensure young people in custody are protected, and custody officers and staff have the correct guidance. The PSNI said it welcomed the review and had already made changes to its procedures around strip searches, but that further improvements could be made.
