NATO's chief has pointed out Russian President Vladimir Putin's desperate act to turn the tide in the Ukraine war as he echoed previous remarks about Moscow 'trying to use winter as a weapon of war'.
Ukrainian residents have been warned they will come under further attack by Russian forces as it tries to use winter as a"weapon of war".
