Acting Premier James Merlino said the decision to make QR codes compulsory follows a recent COVID-19 cluster to emerge out of an inner-city office.

"On the advice of the Chief Health Officer, we will be moving to make QR check-ins compulsory for all workplaces, with very limited exemptions," said Mr Merlino, as he announced a lift to the greater Melbourne lockdown from 11.59pm tomorrow."Previously it has only been mandatory for customer-facing services, but through this outbreak we have seen a number of cases occur in office settings, so we want to take the next step on this.
