SCREENRANT VIDEO OF THE DAY SCROLL TO CONTINUE WITH CONTENT In a preview of Tom King, Rafael De Latorre, Marcelo Maiolo and Clayton Cowles' The Penguin #3, Oswald Cobblepot continues the ruthless planning that will see him return to Gotham and take on the Batman. This issue, Penguin is looking for a small army of goons to help him seize the Gotham underworld. However, thanks to the unfolding Gotham War, his usual supply of underlings has dried up.
Penguin Is Getting His Own Captain America In past DC comics, the Force of July were a patriotic superteam who worked for the American Security Agency, and frequently fought Batman's outlaw team, the Outsiders. Penguin #3 hints that after numerous failures, they were forcibly depowered by the government.
With the help of Waller's apparatus, Penguin clearly believes he can convince the Force of July to act as his muscle. While it seems unlikely that ultra-patriotic heroes would join up with the gang lord of Gotham, it's worth remembering that the Help flatly refused to join Penguin until Oswald broke his spirit by killing his entire household staff and beating him half to death.
Batman Is Going Down Major Victory started life as DC's Captain America - a patriotic hero draped in the flag, and using his tactical genius and enhanced physique to protect America from all who wish it harm. However, Amanda Waller has now decided that her country needs to be free of superheroes, and that's an idea Penguin can definitely sell in the interests of regaining his former empire.
