But the sudden and strange re-emergence of the Kremlin dragon suggests he is again looking to divert the world's attention. It's this conflict that altered the course of Chechen history and placed the Kadyrov family within the favourable orbit of Putin.Ramzan Kadyrov's father Akhmad had once been a staunch pro-independence supporter, but at the turn of the century, something changed and he managed to gain the trust of the new Russian prime minister and soon-to-be president.
" agreed to deal with Putin on the condition that Russia would pay a fortune to the Chechen republic and help restore the infrastructure and basically payroll this dysfunctional province in exchange for control for Akhmad Kadyrov's clan over the other warlords," he said. "At that time, Ramzan was starting to really exert influence in the Chechen security forces. And he sort of pledged some kind of allegiance to Vladimir Putin. In effect, Vladimir Putin also saw in Ramzan Kadyrov somebody that he could use to quell any further dissent within the North Caucasus and within Chechnya itself," Dr Moore said.Dr Petrov said the Kadyrov regime is based on absolute support from Moscow and acts with complete impunity.
"It's about Kadyrov demonstrating his power and his unreserved wealth and ability to get the most modern Western goods," Dr Moore said."Effectively, this looks very good for Kadyrov within his own inner circle, but it demonstrates that the sanctions that, some would say, have been imposed rigorously on Russia, can also be challenged by the kind of ongoing distribution of high-end goods that make their way into Russia itself.
"The Russians have in recent months begun to extensively use it as well, leveraging resellers in the Middle East and Europe to procure and pay the service subscription." And for the Russian president, he has a loyal, regional warlord willing to go where the Kremlin needs an enforcer and someone who has no hesitation in sending his people to fight Russia's wars."Not least because for the last 20 years he has kept Chechnya and neighbouring regions mostly quiet and free of Islamic insurgents," he said.
Akhmat junior was 17 years old at the time. He isn't the only Kadyrov child to be received at the Kremlin, but recently it was Putin who was the visitor.As the Russian president visited Chechnya this week, he and Ramzan Kadyrov inspected troops and volunteers readying to fight Ukraine. "A number of Chechen forces were captured and there were rumours that a number of the Chechen volunteers had fled their posts in the Kursk incursion. Whether that's true or not, it's very hard to get data," Dr Moore said.
Mr Alperovitch said Kadyrov's Cybertruck stunt was more about "showing off a new toy", but that he believed Ukraine's actions in Kursk could be about future negotiations.
