ABS data shows there are 630 homes sitting empty in the inner Sydney shire of Randwick. The local mayor wants councils across the state to be given the power to slap developers with an empty homes levy, and force stock back on to the market.

A council in Sydney's east wants to introduce an empty homes levy on properties which remain uninhabited for a year or more.Councils need the state government to agree to changes to the Local Government Act in order to put a empty home levy in place.suburb of Randwick, home to thousands of healthcare workers, four hospitals, and countless students taking classes at one of the state's largest universities, a multi-storey block of units sits derelict and empty.

The abandoned apartment block on Cook Street is in the heart of Randwick, close to a large hospital and the light rail. But the site is still blocked off by temporary fences, adorned by signs which warn the public not to enter. The proposal from Randwick Council, which they plan to table at the Local Government Conference in November, would penalise people financially who sit on land or property and use the money to build social housing."If a property has been left vacant for more than 12 months we would then be engaging with that landowner to try and find out what the issue is... with no legitimate reason, we would be seeking to impose a levy," Cr Veitch said.

"The data isn't granular enough to work out what's actually going on with those properties," she said.
