Thousands of residential renters plan to stop paying their landlords this month in a nationwide strike as government negotiations stall and real estate agents claim they are being abused.

Despite expectations of an Australia-wide consensus, the national cabinet on Tuesday urged tenants and landlords to negotiate with each other and gave the states responsibility for residential regulation. "We believe that housing is a right.
