The Australian's Editor Natasha Bita says although funding into schools is quite significant already, the government needs to work with individual state and territory jurisdictions to help children who are struggling. 'All this money that has been pumped into the system has not actually helped those children who are really struggling,' she told Sky News Australia. 'So what happens at the moment is the federal government hands over vast amounts of money to schooling authorities that might be ... states and territories, and those states and territories allocate (the money) any way they like. 'I think what the federal government will be doing from now on is tying strings to this money, saying this money must be used for professional development ... or this must be used for tutoring and working out ... the most effective way to spend it. '
