The No campaign cites a figure from a 2016 report, but a new study finds the bulk of this is indirect spending, such as local hospitals and jails.
Federal agencies need an Indigenous Voice to get better results from new spending on basic services, according to a new report that rejects “mistruths” about $40 billion in annual outlays.
“The analysis shows how much of this money they actually control and influence – and it’s a very small proportion.” The Productivity Commission report shows the spending was $33.4 billion in 2016 across all services from federal, state and territory governments. The federal portion was $14.7 billion. Button said the key issue was the high proportion of the spending that went to services outside the control of Indigenous people, with the 86 per cent figure likely to apply whether the total was $33.4 billion or $39.5 billion.
In a key finding, the report checks the outcomes on the national “closing the gap” strategy to conclude that additional spending has not led to better outcomes on measures such as health.

Voice referendum mixing ‘hope and terror’ amongst Indigenous people: Noel PearsonLeading ‘Yes’ campaigner Noel Pearson says Indigenous people have a mixture of “hope and terror” about the outcome of the Indigenous Voice to Parliament. Mr Pearson said during his address at the National Press Club that Australia's answer to the referendum is so important to Aboriginal and Torres Strait Islanders people. “We would be untruthful if we didn’t say we had a mixture of hope and terror about the answer to this referendum,” Mr Pearson said on Wednesday. “No one wants their invitation of friendship and love to be unrequited. “One may sometimes feel it may have been easier to have never extended the hand of invitation from the heart.”
