Labor's plan announced at a campaign rally in Western Sydney comes days after the release of a scathing report into how bushfire recovery grants were handed out.

It revealed the office of former deputy premier John Barilaro intervened in a $100 million bushfire recovery program, altering the guidelines which resulted in Labor electorates missing out on emergency funding — despite being ravaged by the deadly Black Summer fires. If elected, Labor has promised that disaster relief will be independently audited, and grant guidelines will be legislated.Mr Minns told the Penrith rally the latest grants saga was another symptom of a government that had been in power for too long.
