Porter was arrested on an involuntary manslaughter charge after police consulted with the U.S. attorney's office in Washington. He remained in custody Friday, and it was not immediately clear if he had an attorney who could comment on his behalf. At a news conference shortly after the shooting, Contee said it was unclear why Porter had a firearm during a training exercise. Generally, law enforcement agencies take steps to ensure trainers and participants do not have access to live ammunition or actual firearms during training programs, in order to avoid the possibility of accidental gunfire.
