Hans van Leeuwen, Matthew Cranston and Misha Zelinsky| Russian artillery pounded Ukrainian cities on Monday , as peace talks broke up with only a promise to meet again, and the US ratcheted up sanctions yet further.

Map by UK’s Defence Intelligence showing Russian attacks and troop locations released Monday, February 28, 2022.Ukrainian sources said the Russian bombardment of Kharkiv, near the Ukraine’s eastern border with Russia, was hitting civilian buildings, and dozens had been killed or wounded. Explosions were also rocking the capital Kyiv late on Monday evening.

Prospects for the talks looked dim. A Kremlin readout said any peace settlement would require recognition of Russia’s annexation of Crimea and a formal neutral, demilitarised status for Ukraine. Kyiv’s negotiators dismissed this as “biased”.Russia is under pressure from an ever-tightening sanctions ratchet, which advanced another notch on Monday with the White House saying it would target Russia’s $US198 billion sovereign wealth fund.

The fund was started in 2011 and operates in a number of industries, such as insurance and financial services. One of the purposes behind RDIF’s creation was to develop relationships with international investors for direct investment in Russia. European stocks dropped slightly more than 1 per cent on fears about energy supplies and rising costs, and potential losses among banks with Russian credit exposure. The Euro Stoxx 50 slid 1.2 per cent.
